A range bet is a c-bet you make with your entire opening range — every hand bets the same size. It works on A72 because the preflop raiser has ace-high or better with most of their range, while the caller rarely does. The equity advantage is so large that even your air can profitably bet, since the caller folds out most of their range.

Should I always bet small on Axx flops?

Yes — small bets (33% pot or less) are the equilibrium-correct sizing. The reason: you don't need to fold out anything strong (caller rarely has top pair), so you charge the maximum from the marginal stuff.
